International Competition Results Summed Up On Creating A Master Plan For The Astrakhan Agglomera-Tion

Results of the Open International Competition for the creation of a master plan of the Astrakhan agglomeration have been summed up. A jury chaired by Governor Igor Babushkin selected the winner out of three finalists.

First Deputy Minister of Construction and Housing, and Utilities of the Russian Federation Aleksandr Lomakin took part in the meeting. He noted that Astrakhan Region has a favorable geographical position on the border of Asia and Europe, a unique natural and recreational framework, and a location at the intersection of international transport corridors.

“We hope that the master plan developed for the agglomeration will not only become a new stimulus for increasing efficient use of the region’s territories but will also make it possible to radically improve the comfort of the city.” Aleksandr Lomakin said. “Today, Astrakhan Region has clearly defined the main vectors and a plan for the development of its agglomeration, and in mastering this mechanism, the region can be considered a pioneer and an example to be followed by other constituent entities of Russia.”

The master plan has been created to solve strategic tasks for developing the Astrakhan agglomeration and the region as a whole. It will make it possible to prioritize development, improve the quality of life in urban and rural areas, develop the tertiary sector of the economy, and reduce population outflow. The set of measures developed will contribute to the socio-economic development of the region, with direct consideration of the opinion of residents on the development of the territory.

The winner of the competition by voting was the project from the consortium under the leadership of the Moscow General Planning Research and Project Institute. It involves the creation of the Caspian cultural and educational cluster, tourist area, construction of new roads and embankments, creation of parks, restoration of cultural heritage, and improvement of the city island.

Second place was taken by the consortium led by NPO Southern Urban Planning Center LLC and third place by the team led by Orchestra Design LLC.

Summing up the results of the contest, Governor Igor Babushkin thanked all the finalists, noting that the region has obtained a strategic document defining the priorities for the Astrakhan agglomeration development, and optimum scenario for a comprehensive reset of the city. He ordered open access to the master plan for all Astrakhan citizens and to gather and structure the initiatives received within a month, and then hold public discussions.

“As a result of our joint work, we will get a beautiful and modern Astrakhan with prospects, convenient and attractive for the life of people and business development,” stressed the governor. “Our unique and original region will have every chance to secure the status of a priority geostrategic area. This will allow us to become a major, influential center in Russia and the Caspian Sea. And also, of course, to make new breakthrough steps in social and economic development for the welfare of our citizens.”

Evgeniya Murinets, the member of the Expert Council of the Ministry of Construction of Russia for forming a comfortable urban environment, member of the Expert Council of ASI, and advisor to the Governor of Astrakhan Region, said that the jury did a great job, first selecting the top three of almost 20 highly professional consortia, and then the winner:

All the works are very worthy, although there are remarks on each project. But the winning concept represents what we expect from the competition’s participants: the transformation of public and residential spaces, and a modern approach to architecture and infrastructure development.”

The Open International Competition for the creation of the master plan started on March 17 with the support of the Governor of Astrakhan Region Igor Babushkin.

The competition operator was Agency for Strategic Development CENTER.

The agglomeration includes Astrakhan and 7 municipal districts: Volodarsky, Ikryaninsky, Kamyzyaksky, Krasnoyarsky, Limansky, Narimanovsky, and Privolzhsky. The total area of the territory is 26,300 sq. km. The population of the Astrakhan urban agglomeration is around 837,000.
